GeM Purchase Preference for Women and SC/ST Entrepreneurs

GeM has a purchase preference policy that gives women entrepreneurs and SC/ST business owners priority in direct government procurement below the GeM policy threshold. Understanding what it does and does not mean is essential before building a strategy around it.

Quick Summary: GeM Purchase Preference 2026

One-Line Verdict

Purchase preference is a meaningful advantage, but only if you are price-competitive.

Women and SC/ST entrepreneurs get earlier access in small direct purchases. That access converts to orders when your price is within range of the market. It does not substitute for competitive pricing.

Who Gets Preference and Under What Conditions

Women entrepreneurs

Condition: Business majority-owned and controlled by a woman; Udyam must confirm this

Applies to: Direct purchases below the GeM policy threshold: buyer must check preferred sellers first

SC/ST entrepreneurs

Condition: Business majority-owned by SC/ST individual; Udyam must confirm caste category

Applies to: Direct purchases below the GeM policy threshold: same priority check as women entrepreneurs

Startups (DPIIT-recognised)

Condition: Must be DPIIT-recognised startup with valid Startup India recognition

Applies to: Exemption from prior experience and turnover criteria in Custom Bids

MSMEs with Udyam

Condition: Any MSME with valid Udyam registration

Applies to: 25% procurement preference in tender bids; L1 price matching benefit

How to Activate Purchase Preference on GeM

Preference is automatic once your Udyam registration correctly identifies your business category. There is no separate GeM application.

  1. 1

    Verify your Udyam registration category

Log in at udyamregistration.gov.in and check that your Udyam certificate correctly lists you as a Women Entrepreneur or SC/ST entrepreneur. If the category is missing or wrong, update your Udyam registration first, as this is the source of truth GeM reads.

  2. 2

Register on GeM using the same PAN and Aadhaar

When registering on GeM, use the same PAN that is linked to your Udyam registration. GeM pulls category information from Udyam automatically via the PAN linkage. A different PAN will result in preference not being applied.

  3. 3

Confirm your seller category in the GeM profile

After registration, check your GeM seller profile and confirm that your category (Women Entrepreneur or SC/ST) is displayed. If it does not appear, raise a support ticket on the GeM portal with your Udyam certificate as proof.

  4. 4

Price your listings competitively in the direct purchase segment

The preference benefit is strongest for direct purchase orders below the GeM policy threshold. Ensure your listings in this segment are priced within 10–15% of the market median. Preference gives you first look; price converts that look into an order.

What the Official Policy Does Not Tell You

Preference applies to access, not price: buyers can reject on price

The purchase preference policy requires buyers to look at preferred seller listings first. It does not require them to buy from a preferred seller if the price is significantly higher than the market. In practice, preferred sellers who are price-competitive win the direct purchase. Preferred sellers priced 30–40% above market still lose to non-preferred sellers.

Most GeM orders above ₹3 lakh go through competitive bidding regardless of preference

Purchase preference is strongest for small direct purchases below the GeM policy threshold. The majority of government procurement on GeM, especially for departments with larger budgets, uses Reverse Auction or Custom Bid. In these, preference does not override the competitive process, though being a preferred category may improve your shortlisting in quality evaluation.

Your Udyam data must exactly match your GeM profile

If your Udyam certificate says "Proprietor: Sunita Devi" but your GeM account name has a spelling mismatch, the preference flag may not apply correctly. Name mismatches between Udyam, PAN, and GeM account are a common cause of silent preference errors. Verify all three match before your first bid.

Preference does not eliminate the track record problem for service contracts

Women entrepreneurs and SC/ST business owners who are new to GeM still face the same track record barrier in service contracts. Custom Bids for services routinely require 1–3 years of prior government work experience, a criterion that preference status does not waive. Build your track record on small direct purchases first before bidding on service contracts.

Frequently Asked Questions

What is GeM purchase preference and who qualifies?

GeM purchase preference is a policy that gives priority to certain seller categories (women entrepreneurs, SC/ST business owners, and startups) in government procurement. For direct purchases below the threshold set by GeM policy, government buyers are required to first check if a preferred seller can supply before opening to all sellers. To qualify, your Udyam registration must list you as a woman entrepreneur or SC/ST-owned business.

How do I mark my GeM account as a woman-owned or SC/ST-owned business?

During GeM seller registration, you will see a section for seller category details. Select "Women Entrepreneur" or "SC/ST Entrepreneur" as applicable. This information is drawn from your Udyam registration, so ensure your Udyam certificate correctly identifies your business category before registering on GeM. If your Udyam data is incorrect, update it at udyamregistration.gov.in first.

Does GeM purchase preference apply to all orders or only small ones?

Purchase preference applies primarily to direct purchases below the threshold set by GeM policy, where buyers can purchase without competitive bidding. For larger orders that go through Reverse Auction or Custom Bid, preference does not guarantee an advantage, though some buyers include preference criteria in their evaluation. The strongest benefit is in the smaller direct purchase segment.

Do women entrepreneurs get a price advantage on GeM?

Not a direct price advantage. The preference policy means buyers must check preferred seller categories first, but it does not mean buyers pay a higher price. If a preferred seller quotes ₹1,200 for an item that another seller lists at ₹900, buyers are not required to pay the higher price. The advantage is access, not price premium.

Can a business registered by a male director claim women entrepreneur preference?

No. Women entrepreneur status requires the business to be majority-owned and controlled by a woman. For a proprietorship, the proprietor must be a woman. For a company or LLP, women must hold more than 50% of shares or stake. GeM verifies this against your Udyam registration details.

Is there a separate registration or application for GeM purchase preference?

No. If your Udyam registration correctly identifies you as a woman entrepreneur or SC/ST business owner, your GeM seller profile will reflect this automatically. There is no separate application. The preference applies to your listings without any additional step once the category is correctly marked.
